can you put stucco on painted basement walls that are chiped in places. should i take a wire brush and get all that off first before i put the stucco on.

i just moved into this 1930's house. the basement walls are chipping in places. they have been painted. i need to patch the areas that are chipped and then re paint the whole basement. will putting stucco on them solve my problem.
