How do I repair painted stucco with bubbles and loose areas

The stucco on the side of the house where this occurs is not near a bathroom or kitchen. The bubbled areas will easily be removed with a scraper or putty knife. The paint that is on the house is mixed with fine sand and is relatively smooth. I need to repair this before repainting house.
