How do you freshen up a cemement stucco exterior that has stains and small cracks?

I need to know what kind of mixture of Portland Cement, lime and water is used
to "white wash" cement stucco exteriors that brightens it up without having to
use paint. Would it just be a watered down version of the original recipe?
