is it necessary to have wheep creek above the finish deck or it could be below deck tile etc.
it is a new construction my contractor thinks it doesnot matter but others who came think it is important for the stucco moisture.

a flashing must be installed over a deck nailer board if the nailer board is installed over the building paper , if the deck nailer board was installed over the scratch coat , then a flashing isnt needed
