vinyl over stucco and concrete block?

We have a 90+ year-old home in Milwaukee, Wisconsin very close to Lake Michigan. The home is constructed of concrete block and stucco and has no insulation in the walls. Would it be possible to place insulation and vinyl siding over the stucco exterior? Would it be advisable to do so?
